You will serve as a Financial Management Analyst in the of the Assistant Secretary of the Navy.
Duties
You will perform or advise on work in any of the phases or systems of budget administration.
You will formulate budget and estimates to support plans, programs, and activities, including presenting and defending budget estimates.
You will develop, determine, and interpret budgetary policies and practices.
You will analyze and recommend costs and benefits of alternative methods of financial management of organization's programs and administrative operations.
You will implement internal controls and provide advice on effective and efficient methods for the acquisition and use of funds to support the organization's programs and activities.
You will support the development of Corrective Action Plans (CAPs) that drive sustainable changes toward achieving an unmodified audit opinion.
You will evaluate deficiency root causes and tracks remediation efforts based on prioritization by Navy leadership, internal controls, and other audits that impact the Navy.
You will ensure oversight and integration of audit remediation activities across Navy organizations.
You will review Notice of Findings and Recommendations (NFRs) to verify accuracy and actionability by coordinating with process owners and provides DON feedback (including concurrence/non-concurrence) to the auditor.
You will review NFRs and advises DON leadership on adjudication recommendations, accuracy, and actionability of findings.
You will perform data management of audit reports, deficiencies, CAPs and evidentiary artifacts utilizing the Deficiency Tracking Tool (DTT) as the data authority for teams across the Navy.
You will track corrective action efforts to completion and evaluate remediation efforts to determine if the finding is remediated.
You will brief leadership on a recommendation and submit approved CAP validation packages to the auditor that demonstrate remediation of the deficiency.
Requirements

- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.

- You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience utilizing Deficiency Tracking Tool or similar automated systems to perform data management of audit reports, deficiencies, Corrective Action Plans, etc.
Experience reviewing Notice of Findings and Recommendations (NFRs) and advises leadership on accuracy and action ability of findings.
Experience supporting the development of Corrective Action Plans (CAPs) that drive sustainable change toward achieving an unmolded audit opinion.
