The Management and Program Analyst position is in San Antonio, Texas at the Department of Veteran's Affairs Audie L. Murphy Memorial Veterans Hospital Division (ALMD) in the Patient Care Services Department - Nursing Service. The Management and Program Analyst falls under the supervision of the Supervisory Management Analyst and is in the supervisory chain of the Health Systems Specialist (HSS) / Executive Assistant (EA) for the Deputy Associate Director for Patient Care Services (DADPCS).

Duties

Duties may include but are not limited to: -Performs data management, program analysis and coordination in support of the service and Nursing Service Programs. -Responsible for integrating, coordinating, and managing a multitude of administrative functions as well as spearheading administrative, clinical, financial, and managerial responsibilities. -Performing a wide range of activities that change periodically due to a variety of factors. -Perform complex assignments within designated suspense periods, various quantitative and qualitative reports, budget reports. -Applies analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural, administrative, or factual nature. -Works independently with minimal supervision to control and maintain office and/or information systems such as forms, records, mail distribution, directives, or publications, and management systems. -Monitors and reviews performance measures specific to Nursing Patient Care metrics and entering appropriate information into the electronic records as needed. -Participates and provides input in problem solving on operational issues or procedures in team meetings, performing administrative follow up actions and participating in and independently following up on team huddles by sharing information and collaborating with the medical team to assure continuity of care of the Nursing units or patient care areas. -Submits 2237s for procurement of supplies and services. -Serves as the main point of contact for the vendors on the premises and for contract related payments and renewals. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/04/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of the principles of financial management, personnel management, organizational structuring, and strategic planning; Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies; Knowledge of administrative regulations and operating procedures; Knowledge and ability to work with numerous and varied computer software programs. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 1 full year of graduate level education. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. You will be rated on the following Competencies for this position: -Analytical Thinking -Database Administration -Customer Service -Communications Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is partly sedentary however multiple responsibilities of the position impose active physical demands, to include walking, reaching, stooping, bending, and standing for lengthy periods. Incumbent must be able to handle the demands of facility management such as addressing necessary building repairs, work orders, supply requests, and cope with stressful situations to include prioritizing multiple conflicting priorities. Working some over time may be necessary at times. The incumbent is responsible for properly addressing and elevating any housekeeping, security, safety issues in general that arise frequently within a patient care unit / setting.
