About the Position: Serves as the Equal Employment Opportunity and Diversity and Inclusion Programs Director for Army National Military Cemeteries (ANMC).
Duties
Studies and evaluates new and complex legislation, policies, directives, regulations, and procedures related to EEO in working draft and final form.
Analyzes and determines the impact upon ANMC personnel management programs, procedures, and resource requirements an recommends changes or revisions.
Performs high-level analytical, evaluative, and coordinative work associated with a wide range of EEO topics and issues as they relate to missions, functions, policies, programs, and operations.
Responsible for monitoring, tracking, and reporting all EEO complaints involving ANMC employees.
Apprises ANMC leadership of complex and precedent setting matters or policy issues.
Recommends changes to proposed and existing EEO Commission (EEOC), Headquarters Department of Army (HQDA) or ANMC directives, regulations, or policies to accomplish sound and responsible programs.
Participates in the selection of mediators to mediate discrimination complaints and ensures regulations governing the process are adhered to.
Monitors and reports on issues of noncompliance with negotiated settlement agreement, and cost, acceptance or dismissal of class complaints and certifications of full relief.
Responsible for analysis and preparation of final agency decisions on individual and class complaints of discrimination and compensatory damages.

Specialized Experience: One year of specialized experience which includes: managing an Equal Employment Opportunity (EEO) program for an organization; reviewing systemic factors related to an Equal Employment Opportunity (EEO) program effectiveness, such as regulatory compliance, work-flow, quality controls and availability of necessary resources; and developing methods for measuring program success and achievement of objectives. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13)
