You will serve as the Director, Equal Employment Opportunity (DEEO) for the Deputy Chief of Naval Operations (DCNO), Manpower, Personnel and Training (PMT)/Chief of Naval Personnel (CNP).

Duties

You will develop and execute command-wide EEO programs responsive to CNP's requirements, goals, concerns and vision. You will team with the DCHR in a collaborative effort and as an equal partner to lead a melding of command civilian personnel and EEO policies, programs and operations in the development of an overall civilian EEO program. You will use varied and sometimes novel methods to develop and administer EEO programs and policies that support effective civilian human resources (HR) management. You will advise and assist subordinate commands on all issues pertaining to the Command EEO Program. You will define civilian EEO requirements and develop the required input to the planning and programming portions of the Command's Proactive Prevention Program. You will develop the EEO Affirmative Employment Program Plans and Policies relating to EEOC Management Directive (MD) 715. You will provide guidance, assistance and command specific training, as needed, to subordinate activities and management officials involved in the discrimination complaints process. You will understand the command's current and future missions, manpower levels, and management competencies, immediate and long-range, systematic EEO planning and management development geared to support the command's long-range goals and objectives. You will represent the DCNO (MPTE) in matters related to EEO operations and programs. You will participate in quality-based command management assessments to determine the state and effectiveness of EEO and HR programs and services throughout the command.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS13) or pay band in the federal service or equivalent experience in the private or public sector executing and evaluating a civilian federal equal employment opportunity (EEO) program to include advising on the application of equal employment opportunity (EEO) program requirements and developing policy, strategic initiatives, and recommendations for senior leaders.
