You will serve as the Director Equal Employment Opportunity (DEEO) and principal advisor for OFFICE OF NAVAL RESEARCH (ONR). You will develop and promote all aspects of the Navy Equal Employment Opportunity Program.
Duties
You will develop and administer Equal Employment Opportunity (EEO) programs and policies that support effective civilian human resources management.
You will recommend actions affecting the employment and working environment (e.g., recruitment. merit staffing, supervisory practices, classification, training, and disciplinary actions).
You will participate in Command meetings where decisions made affect the business and operating practices of ONR and specifically the EEO program.
You will devise methods for reviewing and analyzing policies, actions and achievements, as well as identifying potential problems in the overall Command EEO program and develops implementing ONR instructions and notices.
You will provide program direction, guidance, and policy in the areas of affirmative employment, processing, and disposition of the EEO complaints of discrimination, complaints resolution and ADR, and overall implementation of the EEO program.
You will identify systemic EEO problems and provides management with effective and innovative solutions.
You will recommend appropriate levels of staffing and funding to be devoted to the EEO program, and execute the EEO program budget.
You will develop the ONR Command Affirmative Employment (AEP) plan, Federal Equal Opportunity Recruitment Program (FEORP)/Disabled Veterans Affirmative Action (DVAAP) plans, the employ and retain Persons with Disabilities (PWD) program.
You will monitor and evaluate the quality of effort and results of the field activity EEO programs.
You will analyze workforce profiles of headquarters and field locations and activities for occupations, organizations and lines of career progression where underrepresentation or manifest imbalance may exist.
You will provide guidance and/or training as needed to subordinate activities and management officials.
Requirements

- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NO-04 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Executing and evaluating a civilian federal equal employment opportunity (EEO) program to include advising on the application of equal employment opportunity (EEO) program requirements and developing policy, strategic initiatives, and recommendations for senior leaders.
