You will serve as a Equal Employment Manager responsible for administering the agency's Equal Employment Opportunity (EEO) Program which includes EEO special emphasis programs, the EEO complaints processing/complaint counseling program, EEO investigations, and the prevention of sexual harassment program.
This position is located in the Office of the Director, Office of Equal Employment Opportunity / Arlington, Virginia.
Duties
As a Equal Employment Manager at the GS-0260-15 grade level, some of your typical work assignments may include, but are not limited to, the following:
Directing and managing the USMS EEO program, to include supervising the EEO program.
Serving as the principal advisor to USMS managers on the EEO program.
Developing USMS EEO policies, procedures, and guidance.
Formulating recruiting strategies to increase the participation rate of minorities, individuals with disabilities, and women in the agency.
Monitoring the agency's compliance with terms of settlement agreements, final agency decisions, and Equal Employment Opportunity Commission (EEOC) decisions.

Requirements
- Must be a U.S. Citizen or National.
- Must pass a pre-employment drug screening and background investigation.
- Must be able to obtain and maintain a TOP SECRET security clearance.
- This is a Testing Designated Positions (TDP) and is subject to random drug testing.
- May be required to successfully complete a supervisory probation period.
- Status Candidates must meet time-in-grade requirements (52 weeks at the next lower grade level).

Qualifications
TIME-IN-GRADE REQUIREMENTS: Merit Promotion and Veterans Employment Opportunity Act (VEOA) Status applicants must provide an SF50 Notice of Personnel Action that indicates proof of status and time-in-grade eligibility. The SF50 must include the position, title, series, grade, step, tenure, type of service (Competitive or Excepted) and career status (career or career-conditional). No award SF50 will be accepted as proof of status and time-in-grade eligibility.
One year at the GS-14 grade level is required to meet the time-in-grade requirements for the GS-15 grade level.
MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the experience required for the grade level to which you apply.
To qualify at the GS-15 grade level, you must meet the following:
Specialized Experience: Experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. You must have at least one year (12 months) of specialized experience equivalent to at least the GS-14 grade level in the Federal service performing the following duties:
Developing short-term and long-range plans for the management of human and material resources required to achieve program objectives;
Analyzing both numerical and qualitative data to identify barriers to equal employment opportunity;
Reviewing Equal Employment Opportunity (EEO) complaints to determine whether to accept claims for investigation or dismiss claims on procedural grounds;
Advising management on the development and implementation of affirmative action plans; AND
Drafting implementing instructions for actions to advance diversity, equity, inclusion, and accessibility (DEIA) initiatives.
