You will serve as a Program Analyst (Fleet Experimentation) in the N8 department of NAVY WARFARE DEVELOPMENT CENTER.

Duties

You will be responsible to the FLEX Director for all management aspects of the FLEX program. You will serve as the knowledge manager of the FLEX Information Management System (FIMS), which serves as the Navy wide knowledge management platform and repository for all FLEX initiatives. You will oversee the development/design, control, maintenance, and recommend improvements to FIMS. You will develop and implement policy and program guidance governing knowledge management within FIMS. You will monitor FLEX initiatives and provides project management, budgeting recommendations, logistical support, guidance, and technical direction as required. You will assist FLEX execution managers in the development, planning, and execution of experiment initiatives. You will act as the financial point of contact (FPOC) for all funding matters allocated to NWDC N8 for the execution of the FLEX campaign. You will maintain status of NWDC’s Research Development Test and Evaluation funding for projects.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience with military research and analysis regarding exercises, experimentation, modeling and simulation, wargaming, and workshops. Experience in preparing and delivering reports to senior leadership. Experience with developing fiscal year spend plans and supporting funding documents. Experience with government contracts (e.g., serving as technical point of contact).
