You will serve as an ADMINSTRATIVE OFFICER in the TEAM Ships Front Office of PROGRAM EXECUTIVE OFFICE SHIPS.
Duties
You will serve as the senior advisor to the organization on organizational structuring and staff utilization, position
management oversight, and administration/oversight of workforce operations.
You will effectively advise supervisors in their efforts to comply with existing regulations, policies, or guidance, and respond to official guidance changes.
You will set strategic goals, developing plan metrics and measures, and create strategies to achieve goals.
You will present organizational briefings to convey strategic vision or organizational policies.
You will determine responsibilities, evaluate employee performance, recommend appropriate incentives, initiate
corrective actions, assure safety practices, and keep employees informed of management and personnel
policies.
You will advise on organizational Human Capital initiatives (e.g. career development, workforce, security, and
facilities management).
You will advise on strategic planning efforts and engagements, including identifying workforce needs, changes,
and alignment requirements to meet mission requirements and demographic objectives.
You will establish work assignments to be accomplished by the employees in the program, setting priorities, preparing
schedules for work completion and ensuring the timely performance of satisfactory work efforts.
You will interpret and/or recommend the modification of guidance on program planning and evaluation within
assigned areas of responsibilities.
You will interact with top level managers and executive directors within Team Ships and partner organizations.
You will address current issues and recommends strategies, solutions, and corrective actions to internal and
external stakeholders.
You will prepare, review, and approve major reports or policies of organization for internal and external distribution.
Requirements

- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-03 (GS-13) pay band or grade level in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: managing program requirements (e.g. organizational structuring, staff utilization, and position management oversight) to resolve critical organizational issues or create or implement new practices to ensure compliance with official regulations, policies, or guidance.
