This position is located in the Small Business Administration, Office of Human Resources Solutions (OHRS), Workforce Aquisition Division (WAD), in Washington, DC or Denver CO. The incumbent will provide the full range of recruitment and placement and Delegated Examining services, advice, and guidance on all aspects of human resources services for agency headquarters and field employees.
Duties
Duty Locations: The salary range indicated in this announcement reflects the minimum locality pay up to maximum locality pay for all duty locations listed. The range will be adjusted for selected duty location. General Schedule locality pay tables may be found under OPM Salary & Wages.
As a Human Resources Specialist (Recruitment/Placement), GS-0201-11/12 you will be responsible for:
Providing advice, guidance, technical assistance and operations level support to the Workforce Acquisition Division clients relating to staffing, recruitment and placement issues.
Exercising review and approval authority on human resources staffing actions initiated by managers/supervisors.
Providing human resources management advisory and technical services on substantial organizational functions and work practices.
Coordinating with colleagues and other human resources professionals on the implementation and interpretation of the Office of Personnel Management (OPM) and OHRS regulations, rules, standards, policies and procedures for impact/effect on recruitment and placement operations and programs
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
Specialized Experience for GS-11: One year of specialized experience, equivalent to the GS-09 grade level in the Federal service, obtained in either the private or public sector:
Experience researching and interpreting federal human resources management principles, concepts, regulations and policies to provide advisory services to management on staffing and recruitment; and
Experience researching a variety of staffing concepts, practices, policies, precedents, and procedures to include Delegated Examining Unit (DEU) policies; and
Experience utilizing an automated Human Resources (HR) staffing tool to complete staffing assignments.

Specialized Experience for GS-12: One year of specialized experience, equivalent to the GS-11 grade level in the Federal service, obtained in either the private or public sector:
Experience applying advanced Federal human resources management principles, concepts, regulations, and policies in order to provide expert advisory service and/or authoritative policy interpretations on complex, controversial, or precedent human resources management issues; and
Experience applying a wide range of staffing concepts, practices, policies, precedents, and procedures to include Delegated Examining Unit (DEU) policies; and
Experience utilizing automated Human Resources (HR) systems to complete staffing assignments to include, but is not limited to preparing vacancy announcements, crediting plans, job analysis, screening for eligibility, and determining pay.

GS-11: Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related
OR
GS-11: Combination of Experience and Education: as specified above. For example, an applicant who has 1.5 full years of Ph.D. level education (i.e. 50% of education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position.
GS-12: Education may not be substituted for experience for this position.
