This position is in the USAID Annex, 500 D Street, SW, Washington, DC, in the Bureau for Management, Office of Management Policy, Budget, and Performance, Budget Division, (M/MPBP/BUD), at the U.S. Agency for International Development (USAID).
Duties
Serves as the Budget Execution Lead in the Bureau for Management, Office of Management Policy, Budget, and
Performance, Budget Division, (M/MPBP/BUD).
Establishes guidelines and performance expectations for staff members, which are clearly communicated through the formal employee performance management system.
Performs budget execution work involving the most difficult fund control activities including adapting budgetary policies, analytical methods, and regulatory procedures for use by subordinate echelons and/or their colleagues throughout the Agency.
Reviews and evaluates information and data concerning the budget for a significant organizational component or a program with national impact. Administers the planning and formulation of the operating expense budget request for the entire Agency.
Presents budget status to Agency Senior Leadership. Contributes budget information for reports including the development of the Agency's justification to Congress.
Plan, organize, and complete analytical studies involving the substance of key agency programs
Requirements

- Must be able to obtain and maintain a Secret clearance.
- Time in grade must be met by the closing date of the vacancy announcement.
- Males born after 12/31/1959 must be registered with the Selective Service.

- These are Testing Designated Positions (TDP's) under the Agency's approved Drug-Free Work Place Program. All applicants selected for this position will be subject to random drug testing once they begin working for the Agency.

Qualifications
Specialized Experience:
GS-15: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: (a). Familiarity with budgeting, financial management, cost estimating, and governmental program accounting using the United States Code of Federal Regulations to control funds; (b). Assisting in the federal budget process, including developing and consolidating budget estimates; (c). Editing budget justifications and reports; AND, (d). Formulating a wide range of budget, accounting, management, and financial principles, practices, and concepts.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience.
