The primary purpose of this position is to Serve as an Acquisition Program/Project Manager, directing or supporting the activities of an DoD funded acquisition effort.
Duties
Assesses progress in assigned projects/programs including cost estimates, schedules, and performance supportability baseline requirements by applying known methods and procedures.
Plans, organizes, and coordinates activities of functional specialists including contracting, engineering, manufacturing, program control, configuration/data management, test, and logistics.
Reviews and directs the progress of contractors in meeting program objectives.
Prepares and presents staff studies for presentation to the leadership and other management officials.

- Employee must within 30-days of assuming this position and annually thereafter, file an OGE-450, “Confidential Financial Disclosure Report.” Employee is required to attend annual ethics and procurement integrity training.
- This position has been designated as an Non-Critical Acquisition Position and is covered by the Acquisition Professional Development Program (APDP).
- The selectee must meet, or be capable of achieving the APDP certification as designated on the position description within the defined grace period for that certification level after assignment.
- This position also requires the employee to engage in acquisition continuous learning activities achieving 80 Continuous Learning points every 24 months.
- This position has been designated as a Non-Critical Acquisition Position and is covered by the Acquisition Professional Development Program (APDP).
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions located here.
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in various aspects of systems acquisition such as engineering, contracting, financial management, configuration, test, and manufacturing. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of laws, principles, policies, and practices of systems acquisition and program management.
Knowledge of safety and security regulations, practices, and procedures.
Knowledge of the missions, roles, functions, organizational structures, and operation of the DOD, Air Force, and organizations that govern, interface with, and/or influence the systems acquisition process.
Skill and ability to plan, organize, lead, and manage critical aspects of research and development for a variety of acquisition functions to coordinate various aspects of systems acquisition such as engineering, contracting, financial management, configuration, test, and manufacturing.
Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy.
Ability to establish and maintain relationships in good standing with individuals and groups within program office and extended work unit.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
