This position is in the Planning, Programming and Environmental Branch, Western Federal Lands Highway Division, Federal Highway Administration. They participate with Program Managers, Finance Staff, and Financial Manager in adapting, implementing, and monitoring policies, processes, standards, guidelines, and priorities related to programming and finance principles, such as cost allocation of overhead expenditures, fixed assets, project closeouts, and other program management functions.

Qualifications
To meet the minimum qualifications for this position, you must meet the specialized experience requirements. You will be asked a few questions as part of your application but make sure to verify how you meet this experience in your resume or you may be deemed ineligible.
For the GS-11: You qualify for this grade level if you meet one of the following experiences and/or education requirements.
On Experience, you must have at least one year of experience, equal or equivalent to the GS-09 grade level, which included:
Experience in one of the following areas cost allocation of overhead expenditures, fixed assets, project closeouts or tracking allocations; AND
Experience using basic management tools, such as Excel, Access, PowerBI, etc., to extract recurring observations from various data sources that serve the routine needs of users and decision-makers; AND
Experience with the coordination and administration of budgeting and/or financial activities, and program oversight of a program.
Or on Education, you must have 3 years of progressively higher level graduate education leading to a Ph.D. degree OR Ph.D. or equivalent doctoral degree.
You can also have a combination of graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.
For the GS-12: You qualify for this grade level if you have at least one year of specialized experience, equal or equivalent to the GS-11 grade level, which included:
Experience in analysis of key business processes and facilitating task teams toward effective solutions; AND
Experience applying qualitative and/or quantitative analysis techniques for the assessment and improvement of management processes and systems; AND
Experience analyzing and interpreting law/regulations, conducting qualitative and quantitative research, and/or reviewing documents in response to internal and external audits (e.g., financial or program audits).
You cannot qualify on education at grades GS-12 and above, you must meet the specialized experience for each grade, which is cited above.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Financial Analysis - Knowledge of the principles, methods, and techniques of financial analysis, forecasting, and modeling to interpret quantitative and qualitative data; includes data modeling, earned value management, and evaluating key financial indicators, trends, and historical data.
Administration and Management - Knowledge of planning, coordination, and execution of business functions, resource allocation, and production.
Data Management - Knowledge of the principles, procedures, and tools of data management, such as modeling techniques, data backup, data recovery, data dictionaries, data warehousing, data mining, data archiving, data disposal, and data standardization processes.
Oral Communication - Express information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Written Communication - Write in a clear, concise, organized, and convincing manner for the intended audience.

You will receive credit for all qualifying experience, including volunteer experience.Students enrolled in a qualifying degree program can apply to the GS-11 if the anticipated graduation date is within six months of closing date of the announcement.
