This position is located with Bonneville Power Administration (BPA), in Operational Excellence and Compliance (TEBO) organization in the Internal Operations (TEB) Engineering and Technical Services (TE), Transmission Services (T). A successful candidate in this position will serve as the supervisor of the Operational Excellence and Compliance organization with responsibility for directing, coordinating, and overseeing the work of Federal administrative and professional personnel.

Duties

As a Supervisory Management and Program Analyst, you will: Plan work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work. Give advice, counsel, or instruction to employees on both work and administrative matters. Identify developmental and training needs of employees, providing or arranging for needed development and training. Formulate, design, and execute multi-year Op-Ex and Change Management strategies, priorities, and initiatives to drive TE-wide operational and administrative improvements. Formulate and implement strategies, policies, systems, and initiatives to provide planned and integrated operational excellence and compliance services across Transmission Engineering. Oversee compliance resolution processes; and provides advice and guidance to TE program managers and staff on direction for compliance interpretations and corrective actions. Lead and advise on Technical services provided by the Internal Operations organization such as Power BI and SharePoint governance within TE.

  • First time supervisors will be required to serve a 1 year probationary period.
  • A preliminary background check must be completed before a new employee can begin work. Current Federal employees or other individuals with an existing completed background investigation may not be required to undergo another background check.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) in the Federal service. Specialized experience for this position is defined as applying advanced project management skills, methods, and processes by 1) directing and coordinating the work of administrative and professional personnel and 2) developing, implementing, and evaluating assigned programs and policies which ensure the timely delivery of products or services in support of an organization's strategic business objectives. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration.
