This position is located with Bonneville Power Administration (BPA), in Business Operations (TAB), Transmission Chief of Staff (TA), Transmission Services (T). A successful candidate in this position will serve as a supervisor of the Business Operations organization and a member of the Chief of Staff Management team with responsibility for planning, supervising, and leading programs, systems, and work processes that are necessary to perform Transmission's internal business operations.

Duties

As a Supervisory Management & Program Analyst, you will: Exercise delegated supervisory authorities and responsibilities, directing, coordinating, and overseeing the work and provide required oversight of contractors when appropriate. Principal steward for their organization, creates and maintains a cost-consciousness, market-driven, and results-oriented atmosphere that is characterized by innovation, customer focus, continuous improvement, and competitive orientation. Act as an advisor with senior-level BPA managers on various administrative topics. Serve as the point-of-contact with Finance and other related committees for the Senior Vice President of Transmission Services and Transmission executive team. Monitor, evaluate, implement, and report on Transmission internal controls and other processes related to regulatory requirements and policies, such as Reliability Compliance, Delegations of Authority, and A123 internal controls, BPA's Reliability Standard Implementation Planning Process (RSIPP) and RSIPP Administration & Implementation. Serve as the point-of-contact with Corporate Communications for the Senior Vice President of Transmission Services and for the Transmission executive team.

  • This position does not support remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 3 days per pay period.
  • Selectee will be required to complete the Office of Government Ethics Standard of Confidential Financial Disclosure Report (OFGE450e) within 30 days of employment and annually.
  • First time supervisors will be required to serve a 1 year probationary period.
  • A preliminary background check must be completed before a new employee can begin work. Current Federal employees or other individuals with an existing completed background investigation may not be required to undergo another background check.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) in the Federal service. Specialized Experience for this position is defined as: 1) experience in fiscal planning and budgeting exercises to ensure program requirements are identified and funded for each planning and budget cycle; 2). finding and implementing ways to eliminate or reduce significant bottlenecks and create efficiencies; or 3) leading a project or team in the preparation, planning and execution of milestones, schedules, and tasks to ensure completion of program activities. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration.
