This position is assigned to the Division Office of Western Federal Lands Highway Division. Responsible for supporting and promoting the implementation of continuous quality improvement principles and practices for processes associated with planning, design, and construction. Additionally, the position monitors and evaluates the quality and effectiveness of work processes, using various mechanisms such as customer surveys, program analysis, and internal/external process reviews.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:  Experience in analysis of key business processes, evaluating options and alternatives for making decisions and resolving issues. AND Experience effectively facilitating teams. AND Experience with strategic and performance planning, application of quality management principles and procedures to improve organizational performance. Specialized Experience must be measurable. Please do not use non-measurable terms such as variety, complex, difficult, etc. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Strategic Thinking (*) - Formulates effective strategies consistent with the business and competitive strategy of the organization in a global economy. Examines policy issues and strategic planning with a long-term perspective. Determines objectives and sets priorities; anticipates potential threats or opportunities. Quality Management - Knowledge of the principles, methods, and tools of quality assurance, quality control, and reliability used to ensure that a project, system, or product fulfills requirements and standards. Partnering - Develops networks and builds alliances; collaborates across boundaries to build strategic relationships and achieve common goals. Oral Communication (*) - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Written Communication - Writes in a clear, concise, organized, and convincing manner for the intended audience. Leadership - Influences, motivates, and challenges others; adapts leadership styles to a variety of situations.
