Duties
The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
As a/an Budget Analyst, you will:
Perform a variety of budget analysis functions in assigned areas. Work may be performed in any segment of the normal range of budget administration work performed by the organization including budget formulation, budget presentation-enactment, or budget execution.
Assist in the preparation of budget estimates and justifications; interpreting OMB directives and circulars; providing information and advice to program managers
Review and edit program office and office budget submissions for reasonableness, accuracy, and conformance with procedures and guidelines; negotiating budget funding amounts, timing, and changes with program managers; monitoring budget; recommending reprogramming of funds as needed.
Qualifications
You must meet the following requirements by the closing date of this announcement.
Specialized Experience:
For the GS-09 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized Experience for this position includes:
- Preparing budget estimates and justifications for review; AND
- Analyzing directives, circulars, and policies and advising managers; AND
- Preparing reports using automated financial systems.
OR
Education: You may substitute education for general or specialized experience as follows: Master's or equivalent graduate degree; or 2 full years of progressively higher-level graduate education leading to such a degree; or LL.B. or J.D., if related.
OR
Combination: You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the education requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.
For the GS-7 grade level: Specialized experience for the GS-07 grade level is defined as one year of experience at the GS-05 grade level, or equivalent that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes:
- Preparing budget estimates and justifications for review; AND
- Preparing reports using automated financial systems.
OR
- Education: 1 full year of graduate level education.
OR
Superior academic achievement completed all the requirements for a bachelor's degree from an accredited college or university in upper third of the graduating class OR G.P.A. 3.0 or higher out of a possible 4.0 as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum; OR Election to membership in a national scholastic honor society).
OR
Combination of education & experience. This is creditable providing the combination consists of 100% of the requirement. You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the education requirement must equal at least 100 percent.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Education
The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the
