The primary purpose of this position is: To conduct a wide variety of computer forensic examinations, related peripheral equipment and other automation/data storage devices; such as mobile and any electronic devices which connect to the internet; as well as various forms of digital evidence.

Duties

Conducts substantive analysis of digital media to develop evidence in the specialty area of computer forensics. Receives and maintains the integrity of evidence. Employee independently performs substantive research and development (R&D) of computer forensic methods and procedures. Employee teaches and develops training in computer-related forensic software, DCFL's standard operating procedures, report writing, and other elements of the job.

  • The employee must obtain and maintain a Top Secret clearance. Employee may be required to successfully complete a counterintelligence scope polygraph examination.
  • This position requires the employee to occasionally travel away from the normal duty station. An appropriate, valid passport is required for the position.
  • The employee must be willing and able to travel on military and commercial aircraft.
  • The employee may be required to work overtime.
  • The employee must be able to lift and carry 40 lbs.
  • The employee may be recalled to duty.

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, GS-2210 (Alternate A). https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2200/information-technology-it-management-series-2210-alternative-a/??? Experience: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-12 (or equivalent in other pay systems) which includes Application of advanced concepts, theories, principles, practices, methods, and techniques of computer science, and engineering; practical application of investigative procedures on how to recover computer data and what the data means once it has been retrieved; Has experience as a computer forensic examiner in identifying the value of computer related evidence, development, of proof of criminal activity and preparing reports of examinations and findings for use in court proceedings and administrative hearings. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge and experience with computer operating systems is required. The employee must have direct knowledge and experience with a variety of operating systems (e.g., MS Windows OS, different Unix OSes, and Mac OS). Knowledge of other older operating systems is desired. Knowledge of network standards such as TCP/IP, and UNIX Networking are desired. Previous experience as a system administrator or former law enforcement officer is desired. 2. Knowledge of computer hardware and mobile devices is required. 3. Ability to communicate orally and in writing, including providing accurate and timely technical reports is required. 4. Knowledge of and three to five years' experience in computer forensic analysis, or the equivalent is highly desired. This includes an understanding of the chain of custody, writing technical reports and notes, and testifying in court. 5. Knowledge of Computer forensic principles 6. Skill collecting digital evidence 7. Ability in seizing and handling of digital evidence (from collection through to preservation and analysis) 8. Skill in documenting all activity relating to the seizure, access, storage or transfer of digital evidence PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
