The primary purpose of this position is to lead, direct, develop, implement and function as the Director, Defense Industrial Base Collaborative Information Sharing Environment (DCISE) for the DoD Cyber Crime Center (DC3).
Duties
Plans. organizes and directs the activities of DCISE, ensuring that work complies with legal and regulatory requirements and meets customer needs
Exercises supervisory personnel management responsibilities
Represents the DCISE with a variety of Installation and functional area organizations
This position serves as a subject matter expert In the field of Information security and network operations and will serve as the direct liaison between the Director, Defense Industrial Base Collaborative Information Sharing Environment (DCISE) and the DC3 Executive Director

- This position requires the employee to drive a motor vehicle. An appropriate, valid driver's license is required for the position
- A 1-year supervisory probationary period will be required, if not previously met
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, there is no Group Coverage Qualification Standard for this series.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes development of major aspects of key agency, administrative, regulatory, policy development or comparable, highly technical programs; or that include major, highly technical operations.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of information security, intelligence, and production of analytical products in relation to cyber threats and events
Knowledge of applicable federal military/state/local criminal statutes and regulations pertaining to general crime, fraud, terrorism, espionage, and other law enforcement/national security matters as it relates to cyber
Knowledge of safety, security, and EEO regulations, practices, and procedures
Ability to analyze problems, devise solutions, make and present sound decisions and gain acceptance of recommendations
Ability to plan, organize, and direct the functions and staff of an organization
Ability to inspire, motivate and guide others toward goal accomplishment; to lead, coach, mentor, and challenge subordinates; to adapt leadership style to a variety of situations and model high standards of honesty, integrity, trust and respect for the individual daily
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
