The primary purpose of this position is to serve as the Chief, Architecture Management Division (XTA) for the Directorate of Information Technology Directorate (XT) for the Department of Defense (DoD) Cyber Crime Center (DC3).

Duties

Plans, organizes, and oversees the activities of the Architecture Management Division. Exercises supervisory personnel management responsibilities. Represents the Architecture Management Division with a variety of DoD entities, other federal and foreign government agencies, and functional area organizations. Leads the development, maintenance, and execution of the enterprise architecture engineering, cloud computing, and the enterprise data strategy. Wields authoritative influence in initiating, meticulously scrutinizing, and judiciously assessing new and revised policy, directives and instructions that have a direct impact on the XTA division mission.

  • Selectee will be subject to a Single Scope Background Investigation (SSBI) and must be able to acquire and retain a Top-Secret clearance with Sensitive Compartmented Information (SCI) access.
  • May occasionally be required to work other than normal duty hours and/or shift work may be required which may include overtime and/or irregular hours.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft/ vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.
  • The work requires the employee to drive a motor vehicle. An appropriate, valid driver’s license is required for the position.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
  • A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement.

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Individual Occupational Requirements for the Information Technology (IT) Management Series, GS-2210 (Alternate A). https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2200/information-technology-it-management-series-2210-alternative-a/ EXPERIENCE: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one (1) year of specialized experience at the next lower grade GS-14 (or equivalent in other pay systems) which includes: Evaluating agency's IT and application processes, assessing the feasibility of incorporating enterprise applications or crafting in-house solutions for internal and external agency stakeholders; Implementing system and data architecture, integration techniques, and testing methods ensuring technical integration is achieved across the enterprise by participating in test planning, validation, and reviews. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of organizational, IT and data management principles, concepts, and methods documenting the enterprise architecture infrastructure, including the business units and key processes, using modeling techniques to identifying opportunities to improve enterprise-level systems to support business processes and utilize emerging technologies. Knowledge of system and data architecture, integration techniques, and testing methods ensuring technical integration is achieved across the enterprise by participating in test planning, validation, and reviews. Knowledge of enterprise architecture principles, frameworks, and best practices. Understand how to align business objectives with technology solutions and drive architectural decisions that support organizational goals. Knowledge of statistical analysis, machine learning algorithms, data mining techniques, and predictive modeling. Skill in strategic planning and alignment of technology initiatives with business objectives. Skill in ability to leverage effective oral and written communications to promote and educate customers and stakeholders on the use and value of the enterprise architecture; provide enterprise architecture guidance, support, and coordination to customers and IT project teams; present findings and recommendations to all levels, justify and defend decisions and recommendations, and to represent the command at briefings, meetings, or other required functions. Ability to plan, organize, and direct efforts of project/teamwork and negotiate effectively with higher levels of leadership to accept conclusions and recommendations having far-reaching impact on organization operations. Ability to inspire, motivate, coach and guide others toward goal accomplishment; adapt leadership style to a variety of situations; and ability to model high standards of honesty, integrity, trust, openness, and respect for the individual by applying these values to daily behaviors. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
