The primary purpose of this position is to serve as a Senior IT Specialist in the DC3, this position provides expert technical guidance in coordinating, planning, and resolving policy issues relating to DC3 cybersecurity programs with National, DoD, and Air Force partners.

Duties

Apply information technology (IT) and Information Management (IM) principles, policy and planning. Assesses policy needs and develops strategies, guidance, and procedures governing DC3 activities. Maintains a continuous liaison with counterparts at the Air Staff, other DoD organizations, and federal agencies to integrate DC3 policy, planning and resource actions. Performs supervisory personnel management responsibilities for a limited staff.

  • This is a drug testing designated position. The incumbent is subject to random drug testing for drug use.
  • This position meets the executive exemption criteria for the Fair Labor Standards Act (5 CFR 551.205).

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Individual Occupational Requirements for the Information Technology (IT) Management Series, GS-2210 (Alternate A). https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2200/information-technology-it-management-series-2210-alternative-a/ EXPERIENCE: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one (1) year of specialized experience at the next lower grade GS-13 (or equivalent in other pay systems) which includes: Applying Air Force, DoD, and interagency policy and planning formulation processes and a wide range of IT principles, concepts, and methods sufficient to develop and implement effective solutions supporting cyber-related legislative and executive initiatives; Implementing performance management and measurement methods and tools sufficient to accurately assess program progress towards strategic and budgetary goals; Application of Air Force, DoD, and congressional programming and budgeting process sufficient to justify, obtain, and allocate resources to meet prioritized mission needs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Extensive knowledge of a wide range of IT principles, concepts, and methods. Knowledge of DoD and Air Force cyber missions and objectives. Comprehensive knowledge of DoD and Air Force policy and planning formulation process sufficient to prepare cyber policies and plans. Knowledge of DoD and Air Force processes, cost-benefit analysis methods, and analysis of performance data to prepare persuasive policy recommendations in support of cyber requirements. Ability to analyze complexities of existing technology, review/revise/develop policy, initiate plans for enhancements, and provide management sufficient technical information, through written documentation and oral briefings, to render informed judgments. Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
