The primary purpose of this position is to serve as the Director for the Directorate of Information Technology (XT) for the Department of Defense (DoD) Cyber Crime Center (DC3).

Duties

As the Director of the Information Technology (XT) Directorate strategically plans, orchestrates, and assumes independent leadership delegated by the Executive Director over the multifaceted operations within the Directorate for Information Technology (XT), encompassing two divisions housing four distinct branches. Exercises supervisory personnel management responsibilities. Serves as the Department of Defense Cyber Crime Center (DC3) Chief Information Officer, exercising comprehensive oversight and integration control over the organization's information technology, applications, technical infrastructure, data structure/management and technical customer support requirements in support of a wide range of DoD and National level entities. Represents the XT Directorate and Department Defense Cyber Crime (DC3), serving as the Senior Subject Matter Expert in cybersecurity practices, threat intelligence, and risk mitigation strategies in the realm of data analytics and enterprise architecture.

  • May occasionally be required to work other than normal duty hours and/or Shift work may be required which may include overtime and/or irregular hours.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
  • Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
  • The work requires the employee to drive a motor vehicle. An appropriate, valid driver’s license is required for the position.
  • Position is designated Special-Sensitive and requires a Top-Secret security clearance with eligibility for access to Sensitive Compartmented Information (SCI). Selectee will be subject to a Single Scope Background Investigation (SSBI).
  • A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement.

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Individual Occupational Requirements for the Information Technology (IT) Management Series, GS-2210 (Alternate A). https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2200/information-technology-it-management-series-2210-alternative-a/ EXPERIENCE: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one (1) year of specialized experience at the next lower grade GS-14 (or equivalent in other pay systems) which includes: Development of major aspects of key agency scientific, medical, legal, administrative, regulatory, policy development or comparable, highly technical programs; Assessment of the agency's IT business processes infrastructure, discerning the viability of incorporating enterprise applications; Orchestrates and coordinates multifaceted projects with key stakeholders, including USCYBERCOM, NSA, and DoD CIO, in order to drive forward DoD and national-level initiatives, as directed by the National Security Council and Under Secretary of Defense for Policy. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of IT governance frameworks, compliance requirements, information resources management and IT systems sufficient to plan and establish program goals, objectives, milestones, measurement criteria and ensure adherence to organizational policies, regulations and industry standards. Knowledge of budgetary processes, cost-benefit analysis methods, and analysis of performance data to prepare persuasive budget recommendations in support of IT requirements. Skill in oral and written communication to communicate complex concepts to both technical and non-technical stakeholders, build consensus, and influence decision-making processes. Skill in the application of business process analysis and optimization to identify opportunities for process improvement, propose technological solutions, and streamline business operations through effective architectural design. Ability to communicate effectively to senior leadership, subordinates and external customers by developing and providing comprehensive presentations and written products. Ability to establish relationships and collaborate across DC3 Directorates and externally with DoD, Federal and Intelligence agencies and law enforcement organizations. Ability to assess organizational needs, identify technology trends, and develop architectural roadmaps that guide technology investments and transformations. Ability to plan, organize and direct the functions and supervise, mentor, motivate, and appraise the staff of an organization through subordinate supervisors. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
