The primary purpose of this position is to serve as the Chief, Solutions Management Division (XTS) for the Directorate of Information Technology Directorate (XT) for the Department of Defense (DoD) Cyber Crime Center (DC3).
Duties
Plans, organizes, and oversees the activities of the Solutions Management Division.
Exercises supervisory personnel management responsibilities.
Represents the Solutions Management Division with a variety of DoD entities, other federal and foreign government agencies, and functional area organizations.
Leads the development, maintenance, and execution of software development and day-to-day customer support and user experience.
Exercises autonomous leadership and strategic oversight over the Solutions Management Division (XTS) within the Directorate for Information Technology (XT).

- May occasionally be required to work other than normal duty hours and/or shift work may be required which may include overtime and/or irregular hours.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft/ vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.
- The work requires the employee to drive a motor vehicle. An appropriate, valid driver’s license is required for the position.
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
- A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement.

EXPERIENCE: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one (1) year of specialized experience at the next lower grade GS-14 (or equivalent in other pay systems) which includes: Applying a full range of IT security principles, concepts, practices, products and services (including systems software, database software, immediate access storage technology), and methods for evaluating risk and vulnerability, implementing mitigating improvement, and disseminating IT security tools and procedures; Implementing and integrating a comprehensive IT support infrastructure; Application of Agile and Waterfall development methodologies as well as Continuous Integration (CI) and Continuous Deployment (CD) of applications.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a full range of IT security principles, concepts, practices, products and services (including systems software, database software, immediate access storage technology), and methods for evaluating risk and vulnerability, implementing mitigating improvement, and disseminating IT security tools and procedures.
Knowledge of Agile and Waterfall development methodologies as well as Continuous Integration (CI) and Continuous Deployment (CD) of applications.
Knowledge in the practice of software development (DEV), security (Sec), and IT operations (Ops) as one unified collaborative approach.
Skill in planning, organizing, and directing efforts of project/teamwork and negotiate effectively with higher levels of leadership to accept conclusions and recommendations having far-reaching impact on organization operations.
Skill and ability in the application of all phases of the software development lifecycle, including requirements gathering, design, coding, testing, deployment, maintenance.
Ability to inspire, motivate, coach and guide others toward goal accomplishment; adapt leadership style to a variety of situations; and ability to model high standards of honesty, integrity, trust, openness, and respect for the individual by applying these values to daily behaviors.
Ability to establish relationships and collaborate across DC3 Directorates and externally with DoD, Federal and Intelligence agencies, and law enforcement organizations through various oral and written communication methods.
Ability to troubleshoot complex technical issues, identify and implement effective solutions while considering performance, security, and compatibility.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
