The primary purpose of this position is to provide direct and management guidance on Communications and Information Systems and provide policy and expertise for HQ ACC and ACC activities world-wide.
Duties
Provides technical expertise on the acquisition and management of ACC communications and computer systems.
Using an extensive knowledge of communications and computers, develops and publishes policy and guidance for ACC wings, bases and activities.
Identifies risk measurements on information technology proposals, i.e. project size and scope, project longevity, technical configurations, unusual security requirements, special project management skills, software complexity, system integration requirement and existing technical and management expertise.
Defines policy and procedure to improve management capabilities through optimization of business processes.
Provides direction for the management of ACC communications, computer, and information resources.

- This position requires the employee to frequently travel away from the normal duty station.

Qualifications
In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes application of work processes, data models, work rules, file/database designs, and communications/computer and operating procedures of assigned projects to advise and provide technical guidance to a group of comm-computer professionals performing analysis of network systems; application of state-of-the-art communications and data automation practices and technology to advise on alternative approaches in application system development and/or problem resolution related to network and/or telecommunications; ability to identify needed network systems modifications and to relate all aspects of the work to the network and user requirements.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of data and process modeling, and systems analysis and design methodologies.
Knowledge of the objectives, overall design, and operating characteristics of related hardware and software.
Knowledge of information processing standards and procedures.
Knowledge of communication and computer systems acquisition regulations, practices, and procedures.
Skill to apply knowledge of current communications and computer automation technologies and practices.
Ability to give oral presentations and communicate in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
