You will serve as a HUMAN RESOURCES SPECIALIST (EMPLOYEE AND LABOR RELATIONS) in the Business and Strategic Planning Office (Code 1200), Business Operations Division (Code 1220) of NORFOLK NAVAL SHIPYARD.

Duties

You will provide input on decisions, which have an impact on overall HR policy at serviced commands. You will serve as consultant to management on all ER/LR issues with overall responsibility for resolving controversial, complex problems. You will provide authoritative technical assistance and solutions to problems/issues. You will coordinate and/or prepare responses to external program review findings and recommendations regarding sensitive issues. You will develop agreements between management and labor organizations, alternative dispute resolutions, contract negotiations, arbitration hearings, unfair labor practice complaints, etc.

Requirements

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

GS-09 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience in applying the full range of labor and employee relations theories, principles, methods, and techniques. Experience having detailed knowledge of general human resources management principles, the "sunsetted" Federal Personnel Manual and/or its successor documents from OPM, third party case law and related resources (FLRA, MSPB, EEOC, FSIP, etc.) and all human resources regulations with special emphasis in the areas of labor and employee relations and EEO. Experience with creative thinking and ingenuity to provide responsive management advisory services, sound solutions to urgent and complex problems and quality representational services. GS-07 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience establishing and maintain highly effective relationships with and gain confidence and cooperation of supervisor and managers to resolve difficult and controversial issues. Experience in written and oral communications to prepare and present finding and recommendations relevant to difficult and controversial issues. Experience in a liaison capacity between customers, command personnel and applicable operations to work customer service issues. In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

GS-09

master's or equivalent graduate degree

or

2 full years of progressively higher level graduate education leading to such a degree

or

LL.B. or J.D., if related

GS-07
1 full year of graduate level education

or

superior academic achievement
