About the Position: This position is located with the Army Sustainment Command, 404th Army Field Support Brigade, Logistics Readiness Center, Rock Island Arsenal, IL.
Duties
Serves as the organization's Contracting Officer's Representative (COR) engaged in administration, inspection, and control of multi-year, multi-million-dollar logistics contracts.
Serves as technical expert on quality assurance related matters, advising top management, staff, and operating officials.
Develops and conducts various quality assurance training with emphasis on work procedures and techniques .
Develops plans for follow-on and future budget requirements and serves as a technical expert in the administration of logistics contracts.
Writes Performance of Work Statements (PWS) and drafts contracts and reviews modifications to ensure that they conform to the requirements.
Exercises technical responsibility for assigned group of contracts and is responsible for making decisions regarding the propriety of contractor payment.
Assists managers to develop justification, coordinates, and completes Performance Work Statements (PWS), Quality Assurance Surveillance Plans (QASP), and the Independent Government Cost Estimates (IGCE) .
Requirements

- Temporary duty travel of 10% may be required.

Specialized Experience: One year of specialized experience which includes: performs unit field studies and material readiness/mobilization evaluations; exercises technical responsibility for assigned contracts; conducts short and long-range planning involving contract research and equipment analysis; AND assists managers to develop justification of Performance of Work Statements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
