About the Position: Incumbent works under the general administrative direction of the Executive Director, Logistics Civil Augmentation Program (LOGCAP), and is a full participant in formulating, planning, directing, and controlling the program and operations of the LOGCAP in support of broad program objectives issued by higher authority.
This position will be filled on a Temporary basis with provisions to be made Permanent.
Duties
Serve as Supervisory Logistics Management Specialist in support of the AMC Theater global operations.
Responsible for facilitating the planning and execution during a contingency.
Responsible for executive level planning, execution, direction, and management of a comprehensive Department of the Army (DA) worldwide program
Provide authorization direction, and control of all resources required to achieve mission objectives.
Participate with AMC, the Executive Director, DA and field command in the development and implementation of policies, plans, and programs for LOGCAP.
Operates within the very broad framework of policies and directives generated by higher echelons.
Executes administrative and personnel management responsibilities related to the accomplishment of the mission assigned.
Serves as key technical advisor to the Executive Director for technical matters affecting LOGCAP and other respective areas of operation.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent is required to submit a Financial Disclosure Statement, OGE-450, upon entering the position and annually.
- This position requires temporary duty (TDY) travel up to 30% of the time.
- This position is designated as a "Key” position. This position shall not be vacated during a national emergency or mobilization without seriously impacting the organization to function effectively.
- This position is designated as Emergency Essential.
- This position requires a 3-year tenure agreement. Must sign DD Form 2888 (Critical Acquisition Position Service Agreement) and execute, as a condition of employment, a written tenure agreement.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Life Cycle Logistics Advanced Level certification within 48 months as of entrance on duty.
- This is a Critical Acquisition Positions (CAP).
- A one-year probationary period to assess your ability to perform supervisory duties is required unless previously completed.
- The incumbent must be able to lift and carry a 40-pound pack for a minimum distance of 25 feet.
- This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
- This position requires the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- This is a Temporary position intended to last one year.
- This position requires the incumbent to possess, or obtain and maintain, a valid regular or official U.S. Passport.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance or access for the duration of employment.
- This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing. Tentatively selected applicants will be required to sign DA Form 5019 requiring participation in random drug testing.

Specialized Experience: One year of specialized experience which includes 1) managing and leading diverse teams; 2) directing administrative policy concerning overall project priorities and objectives; 3) formulating, planning, directing, and controlling the program and operations of the LOGCAP in support of broad program objectives issued by higher authority. The definition of specialized experience is typical of work performed at the next lower grade/ level position in the federal service (GS-14).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).
Position may be filled as a temporary promotion or detail NTE 1 year by a current permanent Army Employee. Temporary promotions or details may be extended up to a maximum of five years and may be made permanent without further competition.
Position may be filled as a temporary appointment NTE 1 year, if the candidate is not a current permanent Army Employee. Temporary appointments may be extended up to a maximum of three years. Employees on temporary appointments will be separated at the end of the time-limited appointment date if the Not-to-Exceed (NTE) date is not extended.
