About the Position: This is a Program Analyst, GS-0343-09 position for the U.S. Army Corps of Engineers Tulsa District, Military and IIS Branch, Programs and Project Management Division in the following locations: Tulsa Oklahoma, or Fort Sill Oklahoma. This position will be filled at the GS-09 grade level only.

Duties

Advise Project Managers on the status and availability of project funds. Evaluate project financial data for consistency with previous budget estimates. Review project schedules for allocation of funds. Assist the Project Managers in analyzing project schedules to determine progress, efficiency, and effectiveness of the project execution plan. Analyze purchase requests to ensure items are within the approved budget.

SPECIALIZED EXPERIENCE FOR GS-09 Specialized Experience: One year of specialized experience which includes performing at least two of the following duties: 1) Reviewing financial data to prepare reports AND 2) Analyzing project budgets to ensure funding requirements are met OR 3) Develop budget reports to advise management of deficiencies. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
