About the Position: This position will serve as a Management Analyst with the, Fires Center of Excellence (FCoE) Directorate of Resource Management/ G-8. The incumbent of this position will advise advises FCoE Command Group, Director, Resource Managers, and staff in the areas of Force Management, organization and structure, manpower (military, civilian and contract personnel), and equipment review and analysis, management and equipment feasibility studies, workload management.

Duties

Develop, validate organizational manpower and equipment requirements for an institutional training base Develop manning and equipping strategies for an institutional training base Develop and maintain an organizational table of distribution and allowances (TDA) Lead a Force Structure Board governance processes Execute and analyze manpower workload studies Conduct, review and analyze Command Management Plans Formulate and implement strategy to improve business performance Establish and maintain key performance indicators Train and educate analysts on force management functional tasks Develop fiscally sound and legal resourcing solutions to the command Program for future resource requirements Conduct cost-benefit analysis for planned and unplanned changes to program

Requirements

  • Recruitment, relocations, and retention incentives may be authorized, subject to the provisions of the Joint Travel Regulations and an agency determination that a PCS move is in the Government Interest.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Secret security clearance.
  • Temporary Duty Travel (TDY) of 25% or more (may be less if requested by management).
  • Certification Level 2: “ADDITIONAL REQUIREMENT: THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position
  • Designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d.
  • Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program."
  • FM Certification requirement. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Managing Human ResourcesOrganizational Performance AnalysisTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
