About the Position: This is a temporary, not to exceed six (6) months, position at Fort Drum, New York.

Duties

Conduct studies and surveys for a full-service medical center to analyze and provide recommendations on workforce planning and utilization involving staffing. Utilize established education and experience criteria and collaborates with managers to determine advanced in-hire or retention bonus rates hard to fill medical positions. Work directly with HR Service Centers, establishing rapport and cooperation with job offers and screening and employing applicants for various medical positions within the hospital.

Specialized Experience: One year of specialized experience which includes monitoring and analyzing requests for personnel actions to ensure they are complete before routing; acting as a liaison to monitor, coordinate and report on recruitment and other personnel actions such as classification actions, promotions, reassignments, details, training, etc.; providing guidance to department/division chiefs on status and requirements in completing personnel actions. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Human Resource Management, Business Management or Healthcare Administration. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.) You will be evaluated on the basis of your level of competency in the following areas: Client Engagement/Change ManagementOral CommunicationStrategic Workforce PlanningWritten Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-9) All applicants must meet applicable time-in-grade and specialized experience requirements within thirty (30) days after the closing date of the announcements.
