About the Position: Serve as a senior Human Resources (HR) Specialist for the Department of Army Criminal Investigation Division (DACID), providing staff advisory services for various human resources management (HRM) functions (i.e., Compensation, Employee Benefits, and CONUS and OCONUS Employee Entitlements) to senior leadership, supervisors, and employees of the headquarters and field offices.

Duties

Provide advice and assistance to staff on all areas of non-foreign and foreign employee entitlements (i.e., pay, leave, post allowances, deployment, temporary and permanent change of station, return rights, etc.) and employee benefits. Conduct training for managers and employees on various pay and benefits systems applications. Devise solutions to unusual or complex problems and recommends changes to civilian compensation, employee benefits, and entitlement programs as appropriate. Research, interpret, and manage programs in accordance with regulations, statutes, policies, and procedures in response to command unique problems and conditions. Plan, initiate, and conduct special civilian personnel studies and projects in direct support of the Human Resources Directorate and CID Headquarters staff to determine the effectiveness of major sub-elements of the personnel program.

This definition of specialized experience is typical work performed at the next lower grade/level position in the federal service (GS-07). OR Education for GS-09: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: HR Management, Public Administration, Business Administration, and Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Specialized Experience for GS-11: One year of specialized experience which includes: Provide interpretation and explanation of entitlements and regulatory guidance; conduct audits; troubleshoot and correct complex pay issues; provide human resources management functions that include Compensation, Employee Benefits, Permanent Change of Station (PCS) order, processing, and/or entitlements review. This definition of specialized experience is typical work performed at the next lower grade/level position in the federal service (GS-09). OR Education for GS-11: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: HR Management, Public Administration, Business Administration, and Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Manages and Organizes InformationPlanning and EvaluatingResearching Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.
