You will serve as a FINANCIAL MANAGEMENT ANALYST in the SYSCOM SECURITY COOPERATION OFFICE (SSCO), COMPTROLLER DIRECTORATE (SEA01) of NAVSEA HQ FIELD SUPPORT.
This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-3 broadband level encompasses positions equivalent to GS-12 and GS-13.
Duties
You will communicate regularly and conduct periodic reviews with NAVSEA program offices regarding planning and execution related to security cooperation account funds.
You will develop metrics and prepare reports to determine appropriate changes or corrective actions.
You will perform or advise on work in any of the phases or systems of budget administration.
You will formulate budget and cost estimates to support plans, programs, and activities.
You will present and defend budget estimates before authorities, review and evaluate budget requests, control, and reporting of obligations.
You will analyze and recommend costs and benefits of alternative methods of financial management of organization's programs and administrative operations.
You will implement legal and regulatory controls over approved budgets.
You will ensure standard processes across SEA 01 are implemented as part of Audit Readiness and are aligned with audit recommendations.

- This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band, NH-02 (GS-11) or grade level in the federal service or equivalent experience in the private or public sector performing financial management analysis of administrative funds to ensure accuracy for organizational programs.
