Duties

If selected at the GS-12 level, the below responsibilities will be performed in a developmental capacity. Serves as a Financial Management Human Capital Analyst within the Human Capital team. Provides advisory support to the DLA Finance management officials for DLA approved programs related to Strategic Workforce Planning. Represents J8 in internal DLA human capital policy/procedure reviews/meetings and ensures J8 HC functional requirements are adequately represented and considered in the development of new DLA Corporate HC strategies. Reviews new training program requirements and conducts special studies, analyzes data trends, develops projections of program funding requirements and recommends financial strategies and actions for meeting program requirements. Documents system procedures, assists in developing training materials, and providing training to end users. Serves as authoritative consultant/course manager for finance and accounting courses. Oversees and/or performs major updates, general maintenance, implementation, administration, scheduling and evaluations of assigned course(s) of instruction. Provides training on the roles and responsibilities and the functionality of the DoD FM Learning Management System (LMS) utilized for the Certification Program and is the guardian of the integrity of the Certification Program.

  • This position requires DoD Financial Management Level 2 certification within 2 years in accordance with DoD Instruction 1300.26, DoD Directive 5118.03 and section 1599d of Title 10, U.S.C. Once obtained, you must maintain and improve proficiency.

Qualifications

To qualify for a Financial Management Analyst, your resume and supporting documentation must support: Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military or private sector. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: GS-12: Analyzing program effectiveness and efficiency and recommending improvements for work operations within financial management. Developing financial management training. Verifying financial processes are in compliance with applicable laws, policies, and regulations. GS-13: Analyzing and evaluating program effectiveness and efficiency and recommending improvements for work operations within financial management. Developing and delivering financial management training. Ensuring financial processes are in compliance with applicable laws, policies, and regulations. Providing written and oral analysis on trends and discrepancies within business specific data for executive-level management. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
