Duties

Serves as Accounts Payable (AP) Acquisitions Director to manage, plan, implement, and evaluate financial mgt. programs through knowledge and expertise of the entitlement and AP maintenance processes and procedures, regulations, and financial systems. Provides program development and oversight responsibilities for the Site Accounts Payable Program. Plans, organizes, directs, coordinates, and reviews the work of subordinate organizational elements involved in carrying out the organization's mission and functions. Exercises full supervision and management authority for long range planning, goal setting, and evaluation of subordinate staff. Monitors work, identifies and resolves problems, and assesses overall effectiveness, efficiency, and productivity. Realigns resources, conducts program analysis, and makes decisions in accordance with unit cost outputs, targets and business operations principles. Reviews, analyzes and evaluates the status of performance measures and key indicators for assessing the efficiency and effectiveness of Accounts Payable Operations. Ensures that DFAS programs and policies are implemented in accordance with Agency goals and objectives and are consistent with management objectives of the DFAS Director.

Qualifications

One year of specialized experience equivalent in level of Qualified applicants must possess one year of specialized experience equivalent to the next lower grade (GS-13) in the federal service, which demonstrates the ability to perform the duties of the position. Specialized experience is defined as: Providing expert-level Accounts Payable and administrative consulting services, management advice, and assistance to support customers in the resolution of the most complex issues related to operational Accounts Payable and administrative work. GS-14 Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-13 or higher grade in Federal Service. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
