About the Position: Serves as the Regional Planning & Environmental Division South (RPEDS) plan formulation and non-structural expert for civil works projects as directed by the Division Chief. Accomplishes technically challenging analysis of water resources projects. Provides advice and guidance to key staff within the RPEDS.
Duties
Develops and interprets non-structural plans and non-structural formulation policy.
Reviews plan formulation and non-structural methodologies and results for feasibility studies on the most complicated, regionally and nationally significant civil works.
Trains the plan formulation team, monitors progress and maintains technical references.
Analyzes non-structural to determine if proposed work is within policy and technically sound and provides recommendations and comments to appropriate personnel.
Develops formulation processes and methods for flood risk management (structural and nonstructural), navigation, and ecosystem restoration as necessary to determine project planning and justification.
Provides advice to Division Chief and other staff in area of expertise on the most complicated, local, regional, and nationally significant civil works.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- One-year probationary period may be required.
- This position has a Temporary Duty (TDY) or business travel requirement of up to 20% of the time.

Specialized Experience for the GS-13: One year of specialized experience which includes: 1) Planning, directing, developing, and/or reviewing long-range plans, project plans, non-structural plans, or formulation policy; AND 2) Integrating non-structural components into both long-range plans and project plans; AND 3) Preparing various planning documents on existing and proposed Civil Works projects; AND 4) Making decisions consistent with both specific non-structural and broad policy guidance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent. For the GS-13 you must have 52 weeks at the GS-12 level.
