You will serve as a MANAGEMENT AND PROGRAM ANALYST in the N5 STRATEGY AND FUTURE REQUIREMENTS DEPARTMENT of COMNAVREGSW SDIEGO.
Salary Range for GS-09: $68,297 - $88,786 per annum
Salary Range for GS-11: $82,633 - $107,421 per annum
Duties
You will plan, organize, lead, and conduct programs to develop recommendations for improvement.
You will compile information needed to complete reports recommending improvements to program operations.
You will identify actual or potential problem areas to evaluate the effect of alternative or corrective actions on program objectives.
You will develop strategic performance measurement data to address the linkage between strategic measures and operational requirements.
Prepare written reports to facilitate decision making.
Requirements

Qualifications
Qualifications for GS-11 level:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Analyzes program performance data to identify issues, make recommendations for improvement, and drive innovative solutions. 2) Analyzes and interprets complex intricacies involved in the application of related laws, regulations, policies, precedents, methods and techniques of program management and planning, as well as resource management. 3) Analyzes resource program effectiveness and develops recommendation for Senior Leadership. 4) Develops and recommends changes to measure program accomplishments, results or effectiveness. 5) Provides on-going review and financial/budget analysis to the Program Manager to ensure completion of mission requirements; 6) Formulates and recommends new or modified program administrative policies, procedures, and regulations.
Qualifications for GS-09 level:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Evaluating the effectiveness of management or administrative programs, practices or processes. 2) Providing recommendations for improvement of programs, practices or processes. 3) Preparing and coordinating a variety of written products for routine policies, guidelines, procedures or instructions. 4) Create reports and presentations communicating the results of research activities. 5) Assist analyzing program execution and budget requirements to support the mission.

Education
I have successfully completed a Ph.D. or equivalent doctoral degree.
OR
I have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.

I have a combination of experience and graduate education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent.
