This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This Logistics Management Specialist position is assigned to Program Executive Office (PEO) Soldier, Project Management Office Aircraft Survivability, located at Huntsville, AL.
Duties
Serves as the Lead Logistics Management Specialist (LMS) for Acquisition Category (ACAT) designated program(s) or highly complex training system acquisitions.
Serves as a logistics Subject Matter Expert (SME) in the policy, procedures, and execution of property management.
Serve as the Contracting Officer Representative (COR), as required and designated, to assist in the technical monitoring and administration of contracts.
Provides guidance and feedback to the contractor and IPT on logistics subject areas such as property management, technical manuals, training materials, logistics data, initial spare/repair parts, and the Item Unique Identification (IUID).
Evaluates the logistics posture of the supported program to prevent logistical issues/concerns from arising and develops corrective action plans, and implementation.
Forecasts, develops, and modifies logistic cost/funding requirements and resources for execution and obligation of Total Life Cycle Management including Government labor. Develops training device disposal plans.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- One year probationary period may be required.

- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for Advanced certification in the Acquisition Career Field Life Cycle Logistics within 48 months of entrance on duty.
- Business travel required up to 25% of the time.
- Selectee must be able to obtain and maintain a Secret security clearance.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level (NH-02).
Specialized Experience: One year of specialized experience is defined as: 1) Develop product support strategies and packages for materiel acquisition programs; 2) Manage logistics products/documents including the lifecycle sustainment plan that documents the sustainment strategy for materiel acquisition programs; and 3) Overseeing and monitoring the implementation of a comprehensive logistics program. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02).
