You will serve as an All-Source Collection Manager (Subject Matter Expert) at the GG-14 grade level responsible for providing expert management and oversight of the development and submission of Multi-INT intelligence requirements (standing and time-sensitive) to support the execution of maritime plans, policies, and operations.
Duties
You will develop comprehensive collection plans, strategies, and approaches to satisfy priority intelligence gaps and shortfalls.
You will consult with command analytical seniors and defense collection representatives on a routine basis to identify intelligence issues and challenges for special defense and/or collaborative collection strategy development.
You will advocate new business processes and strategies to enhance the integration and alignment of collection resources with Echelon III production centers strategic Research, Analysis, and Production Plans.
You will conduct multi-disciplined (SIGINT, HUMINT, OSINT, GEOINT, MASINT) assessments of collection Tasking, Collection, Processing, Dissemination, and Exploitation (TCPED) processes to evaluate the effectiveness of collection plans/strategies.
You will identify TCPED inefficiencies and propose solutions to improve the performance and responsiveness of national and theater collection systems and sensors to ONI information and intelligence requirements.
You will develop qualitative and quantitative evaluation and performance metrics; leverages existing Defense Collection Management Enterprise tools, systems, and capabilities to support assessments and strategies.
You will prepare and present high-level reports, studies, and briefings that provide senior audiences with information needed to make resource decisions regarding the utility and mix of collection systems, sensors, tools, and capabilities.
You will serve as the collection office’s representative on national and defense collection management working groups, committees, studies, and/or process improvement teams.
You will foster relationships with senior intelligence officers and staff of supported analytical mission area to develop and maintain continuity on collection management portfolio.
Requirements

- You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.

- This position may require a 2-year DCIPS Trial Period.
- This position may require a Polygraph examination.
- PPP applicants must currently hold the required security clearance.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Must complete the Certified Collection Management Professional - Fundamentals accredited certification within two years of assignment per USD(I) mandate under DoDM 3305.02 Change 1 and JROCM 070-13
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS/GG-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as:
Exercising an expert-level understanding of the Collection Management process to include how collection fits into the Tasking, Collection, Processing, Dissemination, and Exploitation (TCPED) Intelligence Cycle.
Utilizing knowledge of the steps necessary to compose and validate multi-discipline collection requirements within the Defense Collection Management Enterprise.
Assessing Measures of Effectiveness and Measures of Performance to qualify successful collection against requirements.
Representing the command or agency at various collection panels and working groups.
Leading new collection strategies against Great Power adversaries (specifically China).
Performing liaison duties with foreign partners and governments to identify opportunities for collaboration and engagement.
