These positions are located in the Health Resources and Services Administration, Bureau of Primary Health Care. Duties

This position is a mission critical occupation for HRSA. This position is responsible for analyzing public health programs, policies and procedures to ensure that Health Resources and Services Administration meets its mission, goals and objectives. As a Lead Public Health Analyst, you will provide leadership, direction, and professional and technical guidance in project management for the team's activities. Your major duties and responsibilities include: Leading team decision-making related to public health program oversight (e.g., communicate workload distribution, task assignment strategy development, analysis of team performance on achieving goals and formulation of corrective actions if targets are not met). Articulating and communicating team assignments, projects, problems to be solved, actionable events, milestones, and/or program issues under review, and deadlines and timeframes for completion. Analyzing and evaluating quantitative and qualitative data to assess the effectiveness of the team's efforts relating to public health program goals and objectives. Monitoring and reporting the status and progress of work, ensuring work priorities, methods, deadlines and quality standards have been met. Assessing the team's strengths and weaknesses, providing leadership, exploring alternatives, and determining what improvements can be made. Researching and applying qualitative and/or quantitative methods to identify, assess, analyze and improve team effectiveness, efficiency and work products. • HRSA Federal applicants must submit an SF-50 to show status and time-in-grade. Must meet Time-in-Grade by the closing date of this announcement.

• A one year probationary period may be required.

QUALIFICATION REQUIREMENTS: Basic Requirements for all Public Health Program Specialist Series 0685 positions require that you demonstrate specialized experience in each of the following five competencies: 1. Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities. 2. Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings. 3. Knowledge of a specialized public health program. 4. Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program function. 5. Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials. In addition to the above Basic Requirements, in order to qualify for this GS-14 position, your resume must clearly demonstrate that you have one full year of minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service. MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. Examples of minimum qualifying specialized experience equal to the GS-13 level include performing the following types of tasks on a regular and recurring basis: Analyzing public health policies, programs, and procedures to enhance the effectiveness of public health program operations and services. OR Collecting and compiling qualitative or quantitative information and data for use in making public health program decisions. Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. A competency is defined as a measurable pattern of knowledge, skills, abilities, behaviors, and other characteristics that an individual needs to perform work roles or occupational functions. PUBLIC HEALTH - Knowledge of the principles, practices, and methods of administering public health programs to provide advice and technical assistance on the improvement of public health activities, including analysis and evaluation for public health programs at Federal, State and local government levels. RESEARCH AND EVALUATION - Knowledge of the principles, methods, and processes used to conduct a systematic and objective inquiry; including study design, collection, analysis, and interpretation of data; and the reporting of results. PROJECT MANAGEMENT - Knowledge of the principles, methods, or tools for developing schedules, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.
