Duties
As a Supervisory Budget Analyst, you will:
Manage a professional staff, GS-14 level and below, and direct the work which involves the review of program budgets; the translation of internal budget decisions into the Office of Management and Budget (OMB) and Congressional presentation; and the development of policies, systems and procedures for budgeting and managing funds.
Maintain independent personal contact on a continuing basis with budget examiners and other specialists in the OMB, in the budget offices of the Department's Assistant Secretaries and in other offices of the Department's support functions.
Administer a complete program of budget formulation, justification, presentation, and execution.
Represent the Division before high ranking officials in the Department, and maintain a broad range of contacts with regard to systems, accounting, and personnel, as well as with Assistant Secretaries and their top staff, and OMB and Congressional Committees' staff.
Establish guidelines for and direct the analysis of requests from officials in connection with annual preliminary or review estimates, budget justifications, supplements and deficiency estimates, justifications, and budget determination.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience:
For the GS-15 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized Experience for this position includes:
Providing advice and analysis to support agency decision-making; AND
Developing and coordinating the preparation of technical directions, guidelines, standards, templates, or schedules; AND
Providing leadership to a staff or team in the development of policies, processes, systems, and procedures for coordinating and managing processes.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15 you must have been at the GS-14 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
