This position is located in the U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Bureau of Justice Assistance (BJA).. OJP's mission is to increase public safety and improve the fair administration of justice across America through innovative leadership and programs. BJA's mission is to provide leadership and services in grant administration and criminal justice program development to support local, state, and tribal justice strategies to achieve safer communities.

Duties

Serves as a technical expert in the evaluation and oversight of a wide variety of complex criminal justice strategies and programs and related grants, cooperative agreements and contracts related to funding for behavioral and physical health care for justice involved individuals to reduce substance misuse and overdose and aligning healthcare in custodial settings with constitutional requirements. Manages grants and assists grantees in the subject matter areas covered by the grants. Serves as a technical expert in the administration of a wide variety of complex criminal justice strategies and programs and related grants, cooperative agreements and contracts related to criminal justice program areas. Provides expert knowledge and strategic guidance of federal payment options and other mechanisms for funding behavioral and physical health care for justice involved individuals to reduce substance misuse and overdose and aligning healthcare in custodial settings with constitutional requirements. Serves as a BJA representative on interagency task forces focused on criminal justice programs, working with high-level DOJ officials and other executive branch representatives. Provides liaison services to federal agencies offering specialized support and services. Independently plans and prepares reports or other working documents related to complex program issues.

Qualifications

Selective Placement Factor Previous or current experience providing expertise and guidance on funding mechanisms including federal payment options for behavioral and physical health care of justice involved individuals in custodial settings. Specialized Experience: Applicants must have one (1) year of specialized experience equivalent to at least the GS-12 level. Specialized experience is experience which is in or related to the line of work of the position to be filled and which has equipped the applicant with the specific knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience include: Offering advice and information on criminal justice programs and strategies with unprecedented issues and processes. Providing advice and recommendations to higher level specialists and supervisors on assigned criminal justice program areas. Providing guidance and recommendations on criminal justice related initiatives and meetings. Preparing and reviewing criminal justice grant program materials, program plans, solicitation content, budget recommendations, justification and program assessment of outcomes addressing program priorities. Technical Qualifications: Applicants who meet the basic entry and minimum qualification requirements, as described above, will be further evaluated on the following technical qualifications: Ability to plan and execute work. Oral Communication. Provide advice and guidance on corrections and reentry program policies, Standard Operating Procedures (SOPs), and guidelines. Technical Competency: Knowledge of the laws, regulations, rules, policies, procedures, and methods governing corrections, reentry, and justice reform programs such as Federal grants and/or cooperative agreements. Writing.
