You will serve as a Deputy Human Resources Director (DHRD) of FLEET HRO NORFOLK NAVAL SHIPYARD. You will assist the Director with managing a subordinate workforce through subordinate supervisors; who themselves oversee various combinations of divisions and teams of human resources specialists and support personnel. You will assist in providing oversight of all civilian personnel advisory services.
Duties
You will assist the Human Resources Director with planning, developing, and administering an effective civilian human resources program for a highly diverse workforce.
You will provide managerial oversight of personnel and services performed at the command.
You will serve as advisor to senior level managers, commanders, and staff personnel, providing guidance and assistance in all areas of personnel management.
You will participate with commanders and senior staff members, providing advice on recruitment and placement strategies, position management, labor and employee relations and related personnel matters.
You will analyze proposed changes in operations and provide recommendations.
You will assess the impact on personnel program requirements, and advise or guide managers on course of action that will effectively assist management in discharging civilian personnel responsibilities
You will advise on the regulatory and legal requirements of the programs.
You will participate in all major planning decisions involving mission requirements and their impact on the civilian workforce.
You will keep abreast of employee satisfaction, morale; analyze other workforce trends and changes in civilian personnel matters; and advise leadership, serviced commanders or managers of potential future problems.
You will exercise delegated managerial authority for managing the work of more than forty staff members.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Executing, directing, or managing the delivery of civilian federal human resources (HR) services involving one or more of the following functions: staffing and recruitment, position classification, compensation, labor relations, employee relations, oversight of automated personnel information systems, or employee development; ensuring compliance with governing laws and regulations; developing, interpreting, or advising senior management on human resource policies and administration; or providing input for the strategic planning of human capital resources for an organization.
