This position is in the Records and Privacy division. This organization has management and/or program analysis responsibility for records management and privacy. Privacy work involves the development, oversight, and implementation of policies and processes to ensure the protection of all personal information collected, used, or maintained to support the ongoing business of GAO.
Duties
As a Government Information Specialist, PT-0306-III, your typical work assignments may include the following:
Collaborates with Director of Records and Privacy and the Managing Director, IO, to examine the privacy program and operations and assists in developing strategic objectives that focus on improving program performance, customer satisfaction, performance management, and achieving results. Regularly validates and revises plans.
Serves as the Team Lead and principal advisor on GAO Privacy Program and matters related to The Privacy Act and Federal Records Act (PA and FRA) regulations, laws, and directives.
Establishes and applies processes to involve stakeholders and assess the GAO environment. As a team lead, aligns privacy activities, core processes and resources to support the accomplishment of desired outcomes.
Facilitates the development of measures at the program and organizational level. Works with budget and financial personnel to develop linkages between levels of funding and anticipated results.
Serves as the project manager and team leader on a variety of special projects. Leads matrix initiatives, integrating the work of GAO and contractors. Acts as a Team Lead to the Records Management and Privacy staff by assigning tasks to team members and overseeing their work.
Evaluates the impact of PA regulations on GAO activities and coordinates with internal stakeholders to assess privacy risks associated with the program.
Assists with the development and implementation of GAO-wide orders and procedures related to access of Federal records under the PA and FRA and make recommendations regarding the protection of information to the Director of Records and Privacy, Chief Agency Privacy Officer, or designee.
Oversees the Privacy training program, including Privacy training; helps teach courses, and utilizes a "train the trainer" approach so the other Privacy staff can train GAO staff.
Provides project planning and advisory services to management on developments in the Privacy Act field.
Serves as a subject matter expert and advisor to management in developing strategies to meet Records and Privacy goals.
Works with financial staff to ensure current programs, future programs and inter-service support agreements have the necessary funding.
Qualifications
Minimum Qualification Requirements
One year (52 Weeks) of specialized experience equivalent to the NEXT LOWER BAND, GS-13, PT-II, CS-II, or PE-IIA grade level in the Federal service or equivalent (1) Analyzing privacy act compliance program requirements to ensure the safety and security of government data; (2) developing procedures related to the access of federal records to mitigate risk of exposure; (3) advising management on the proper storage of electronic and hard copy classified and unclassified data; and (4) applying the legal and regulatory requirements for the privacy and disclosure of sensitive information.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
