This position is part of the Defense Media Activity. The incumbent will serve as the Multimedia Division Chief, providing operations and media product management, policy execution and procedural guidance unique to service element multi-media products in support of the Secretary of the Army, Chief of Staff of the Army, and Army Office of the Chief of Public Affairs, Department of the Army and Department of Defense messages, themes and stories.
Duties
As a SUPERVISORY PUBLIC AFFAIRS SPECIALIST at the GS-1035-13 some of your typical work assignments may include:
Provides operations and media product management, policy execution and procedural guidance unique to service element multi-media products in support of the Secretary of the Army, Chief of Staff of the Army, and Army Office of the Chief of Public Affairs (OCPA), Department of the Army and Department of Defense messages, themes and stories.
Oversees initial planning, assignment and review of all products to ensure adequacy, completeness and conformance with pertinent policies and communication objectives.
Collaborates with clients and partners through meetings and consultations to identify and validate requirements and desired outcomes.
Responsible for developing and executing (in concert with OCPA and the Army Production Directorate) strategic communication initiatives through multimedia and video products that are aligned with U.S. Army priorities, lines of effort, communication plans, playbooks, communication campaigns, and associated public affairs guidance and communication plans.
Evaluates the impact and effectiveness of communications plans and advises the client and management if efforts should be discontinued, emphasis changed or coverage expanded to achieve organizational communication objectives.
Performs the full range of first-level supervisory duties and responsibilities.
Reviews and analyzes manpower, training, quality control, and other administrative programs within the division and recommends or implements changes or enhancements that demonstrate measurable efficiencies and/or quality improvements.

Qualifications
You may qualify at the GS-13, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
Providing public affairs counsel, develops and applies new approaches to the complex communication activity in Public Affairs.
Planning and developing the communication of information programs, policies and actions concerning internal and public information issues to national and international, internal and external audiences.
Developing public affairs plans and actions that use a variety of methods and techniques (such as written, audio, video, photography and multimedia products) to achieve communication goals
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
