About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Fort Meade, Maryland. This is a permanent position.

Duties

Serve as a senior advisor, analyst, and technical expert on a wide range of issues related to communications. Serve as a technical expert and authority on all communications matters, including establishing policy and procedures for interaction with the U.S. Congress, staff members, DoD leadership, other military Services, and other officials. Prepare written and oral responses to inquiries, advising and preparing CDR USCYBERCOM and staff for meetings. Responsible for the integration, planning, initiative, direction, coordination, and review of cyber communications efforts both internal and external to the Command. Apply knowledge of research methodologies, coupled with a high level of expertise in communication skills and strategic thinking, to incorporate historical and factual analysis in support of both the CDR’s presentation and decision-making. Write, edit, and provide accurate and timely responses to requests that require the ability to report both information and the meaning of that information in such a way as to gain attention and understanding of the specific requester.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • Must be able to obtain and maintain TOP SECRET security clearance with access to Sensitive Compartmented Information.
  • Must undergo and successfully complete an initial and periodic Counter-Intelligence Polygraph (CI Poly) examination.
  • Must be able to obtain and maintain access to NSA.
  • Incumbent may be required to travel approximately 10% of the time and may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
  • Incumbent may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime.
  • This position has been designated as a Testing Designated Position (TDP). Employee must pass initial and periodic short notice drug testing.
  • In the event of an approved media embed request, incumbent may be the USCYBERCOM Public Affairs point of contact for news media representatives in a forward operating location.
  • Performs periodic, weekly 24-hour alert duty as the public affairs on-call representative to answer news media and other inquiries after duty hours.

You will receive credit for all qualifying experience, including volunteer experience. To qualify based on your experience, your resume must describe one-year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by 1) developing communication strategies for informing and involving the public and the media on issues of public interest; 2) developing written and visual content to reach local and/or international audiences through various platforms; 3) preparing and advising senior leaders for engagements, interviews, meetings and conferences and; 4) developing, implementing, and/or evaluating media briefing cards, communication plans or communication strategies for an organization.
