About the Position: Serve as the primary Office, Chief of Public Affairs point of contact for all issues and initiatives having doctrine, policy, force structure, manning and materiel impacts.
Duties
Responsible for Department of Army level development, coordination, and monitoring of Public Affairs concepts, doctrine and policy.
Modify public affairs mission standards, force structure, manning documents and materiel requirements to reflect changing Army doctrine, force requirements and resources.
Responsible for counsel, advocacy, and articulation of the Public Affairs Proponent's position in the development and revisions of Army wide concepts, doctrine and policy.
Approve multiyear and long-range work plans developed by the supervisors of subordinate organizational units.
Manage the overall work to enhance achievement of the goals and objections.
Exercise allocation and distribution of funds in the organization's budget.
Exercise final authority for the full range of personnel actions and organization design proposals recommended by subordinate supervisors.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance.
- In accordance with Change 3 of AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, must successfully pass a urinalysis for illegal drug use prior to appointment and periodically thereafter.
- You may be expected to travel up to 20% for this position.

Specialized Experience: One year of specialized experience which includes: providing advice and counsel on public affairs matters to higher level officials; planning and revising public affairs programs, campaigns, and policies; maintaining subordinate development, and overseeing budget allocation. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).
