About the Position: Serves as a senior specialist responsible for planning, developing, and executing sensitive and/or complex Foreign Military Sales(FMS) cases for an assigned group of countries/international organizations.
Duties
Develop complex Foreign Military Sales (FMS) cases for assigned countries/international organizations.
Interpret Security Assistance (SA) policies and procedures as they relate to munitions logistical support.
Communicate and collaborate with other country managers, program managers, and other organizations to develop Letters of Offer and Acceptance (LOA) for Foreign Military Sales (FMS) customer requests.
Modifies and amends Letters of Offer and Acceptance (LOA) to maintain logistical and financial transactions related to Foreign Military Sales.
Perform technical reviews of Foreign Military Sales (FMS) cases to ensure completeness.
Review system-wide operations for changes in policy and/or procedures to ensure effective materiel support.
Provide assistance to foreign governments and international organizations, through appropriate channels and processes.
Represent command in meetings with foreign partners and other agencies.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- The position requires a Secret security clearance, or the incumbent must be able to obtain and maintain a Secret clearance.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Life Cycle Logistics Certification within 36 months of entrance on duty.
- This position requires temporary duty (TDY) travel up to 20% of the time.
- This is a Non-Key Security Cooperation (SC) position based on the duties and responsibilities. The position requires DoD SC Workforce (SCW) Certification.
- The incumbent must complete certification-related training requirements in the SC Area of Concentration (AoC) Intermediate Level certification within the timeframe associated with the position's SCW certification level.

Specialized Experience: One year of specialized experience which includes: 1) Interpreting policies to resolve Security Assistance (SA) issues; 2) Providing guidance in the development of Letters of Offer and Acceptance (LOA); 3) Analyzing performance of ammunition activities so that commitments to foreign governments are met; 4) Coordinating export release ability decisions to comply with Foreign Military Sales (FMS) regulations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
