You will serve as a MANAGEMENT ANALYST in the Nuclear Engineering & Planning Department (C2300), Asst Nuclear Engineering & Planning Manager (C2301), Nuclear Engineering Trainng Branch (C2301.3) of NORFOLK NAVAL SHIPYARD.
Duties
You will be responsible for analyzing technical, quality, administrative, financial, and scheduling data information.
You will work with the Training and Employee Development Coordinators.
You will provide support for other departments.
You will serve as an expert in problem and trend analysis.
You will make recommendations and assign actions for problem areas.
You will conduct studies, reviews, and investigations.
Requirements

- You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
- Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
GS-12:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience collecting, separating, analyzing technical, quality, administrative, financial, and scheduling data/information as it relates to nuclear workload.
Experience presenting analytical data in forms of charts, graphs, or similar as it relates to various programs in the nuclear field.
Experience in budget and accounting as it relates to correcting, compiling, monitoring expenditures, organizing estimates by appropriation, object class, and line items following current budget instructions.
Experience collecting, analyzing data that is related to progress of work, percentage of work and complete versus percentage of funds expended.
GS-11:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience conducting studies, reviews, and investigations to evaluate existing methods, standards, process, and methodologies associated with employee development within Nuclear Engineer and Planning Departments.
Experience preparing statistical reports, noting variances and assisting in determining cause and effect.
Experience maintaining reports, developing reports, developing metrics, and maintaining databases.
Experience in budgetary policies and procedures.

Education
For the GS-11 In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Successful completion of a Ph.D. or equivalent doctoral degree.
OR
Successful completion of three full years of progressively higher-level graduate education leading to such a degree
OR
Possession of an LL.M., if related.
OR
A combination of experience and graduate education as described above that equates to one year of experience
