The position will serve as the Deputy Executive Officer (DEO) located in the National Institute of Mental Health (NIMH), Office of the Director (OD), Office of Management (OM). The DEO directs and administers the entire spectrum of office of management functions in support of the operational effectiveness of the Institute.

Duties

Oversees the implementation of a variety of management services essential to the direction and operation of the IC. Participates in planning, developing, formulating, and administering the policies, regulations, and procedures governing the activities of the IC's programs. Exercises significant responsibilities in: planning and assigning work, evaluating work performance, giving advice and counsel. Serves as principal advisor for all human resource management activities, including compliance with all applicable regulatory requirements, manpower planning, recruiting, position and pay management. Acts as principal advisor for all acquisition management activities and provides oversight of property management policy, travel, and operational management. Monitors the budget process, prepares proposals and justifies current and increased expenditures. Represents the IC on various task groups and ad hoc committees and confers with top management officials of NIH on management issues that affect the Agency. Serves as a principal advisor to senior management on all phases of administrative management and oversees the implementation of a variety of management services essential to the direction and operation of the IC.

Requirements

  • U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

Qualifications

You qualify at the GS-15 level, if you meet the following qualification requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-14 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: overseeing administrative management programs and operations of an organization; providing guidance to senior management officials on the administrative management of an organization; managing organizational resources, including human resources programs and budget planning, presentation, and execution; managing acquisition programs; overseeing administrative support programs, such as space, telecommunications, IT, internal controls, facilities, and property management functions; managing management analysis and reporting functions; coordinating administrative management programs with management officials and other organizations; and providing supervision and direction to other staff.
