This position is located in the Intramural Administrative Management Branch (IAMB), within the Office of Administrative Management (OAM). The incumbent of this position serves as Principal Administrative Officer for the NEI Intramural Research Program (IRP) and, as such, principal advisor to the Executive Officer/Deputy Executive Officer and Scientific/Clinical Directors for all non-scientific administrative and management functions.

Duties

Provide oversight and direction to the staff's day-to-day operations. Plan, direct, coordinate, and provide comprehensive, administrative, and management support services for the Division of Intramural Research. Provide advice and/or recommendations on management and administrative policies directly to the NEI Executive Officer/Deputy Executive Officer and the NEI Scientific and Clinical Director(s)/Deputy Director(s). Provide technical and advisory services in financial management, human resources, procurement, facility management, travel services, and other administrative functions, as necessary. Develop policies, guidelines, and procedures on matters relating to intramural administrative management and disseminate to relevant staff.

Requirements

  • U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

Qualifications

You qualify at the GS-15 level, if you meet one of the following qualification requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-14 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: 1. Partnering with senior-level officials (e.g., executives, directors) to design/implement administrative initiatives (e.g., space management, travel services, property accountability) that increase organizational efficiency; 2. Supervising a team of employees (i.e., selecting, training, and monitoring work); 3. Implementing HR programs and initiatives (e.g., specialty staffing, upward mobility, rotation programs); 4. Developing, administering, and monitoring program budget to ensure compliance with policies, laws, and regulations; AND 5. Analyzing workload trends/projections to determine organizational structure and workforce needs (e.g., recruitment, placement).
