The National Institute of Dental and Craniofacial Research (NIDCR) is a major component of the National Institutes of Health (NIH) with a mission to improve oral, dental, and craniofacial health through research, research training, and the dissemination of health information. This position is in the Extramural/OD Administrative Management Branch (EAMB), Office of Administrative Management (OAM).

Duties

Plans, directs, coordinates, and provides comprehensive administrative and management support services for the Extramural/OD. Provides technical and advisory services in financial management, human resources, procurement, facility management, travel services, and other administrative functions. Ensures that on-going operations are meeting program objectives and performance standards. Advises managers on any new or revised administrative procedures or program changes and their impact on their program areas. Participates in the planning and development of the financial operations, budgeting, and accounting of funds. Analyzes and interprets budget data to determine the effects of activities on discretionary budget matters such as space and resource options, human resources and fellowship mechanisms, and acquisition of equipment and services. Ensures that procurement transactions reflect analysis of need, suitability, costs, and benefits, conform to applicable regulations and procedures, represent the best method of procurement to fit the need. Ensures the preparation of periodic reports on assigned functions activities and data reports, such as the status of budgeted expenditures, procurement actions, personnel matters, etc. are accurate and timely.

Requirements

  • U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

Qualifications

You qualify at the GS-15 level, if you meet one of the following qualification requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-14 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: planning, developing, executing and monitoring budgets with many different sources and types of funding; performing contract administration duties including planning and managing contract and equipment leases; serving as approving official for requisitions of equipment, supplies, and other materials and services; providing advice in a variety of human resource areas such as staffing and recruitment, employee development and training, and conflict resolution; developing standards/policies/ procedures involving administrative functions in an organization.
